The position     Do you have the creativity and drive to develop new and innovative health and nutrition programs, mobilise resources, manage grants and foster productive partnerships with diverse stakeholders in Tanzania? This position offers the opportunity to take on these tasks.

The Senior Programme Officer, Health and Nutrition is part of AKF Tanzania’s core team that would provide the successful candidate with an exciting opportunity to oversee and shape the health and nutrition programming portfolio of the Foundation in Tanzania and exposure to the East Africa region.

This is a highly demanding position and the successful candidate will be expected to take lead in the health and nutrition sector – leading and contributing to AKF-T’s strategic directions, programme development, resource mobilisation, grant management, and learning and policy engagement in health and nutrition.

Duties and Responsibilities:

    Lead program development and resource mobilisation for AKF’s health, nutrition and early childhood development portfolio in Tanzania;
    Develop and/or contribute to successful programme proposals in-line with AKF’s regional health, nutrition and ECD strategy
    Provide technical oversight and quality control of health and nutrition programmes;
    Fulfil all grant management responsibilities for on-going and future grants/projects including writing and overseeing the development of high quality progress reports, project implementation plans and performance monitoring frameworks, identifying implementation challenges and recommending solutions, and ensuring excellent, cooperative relationships with partner institutions;
    Implement a robust learning system for the health and nutrition sector that enables learning to inform policies, programme and practices; and
    Foster productive relationship with key stakeholders including relevant ministries and government authorities, networks, working groups, policy forums, development partners, donor agencies, private sector and civil society organizations working on health, nutrition and early childhood development.

The requirements    

    A Master’s degree in health, nutrition or related field;
    At least six years of solid experience working within the health system, public health and/or project management on health, MNCH and/or nutrition projects;
    Experience in early childhood development is an added advantage;
    Proven programme development experience with ability to write strong proposals and responsive bids for new programmes on health, nutrition or ECD;
    Proven experience in grant/project management;
    Demonstrated capacity to write high quality reports for donor projects and analytical briefs;
    Strong familiarity with monitoring and evaluation methodologies and logical frameworks;
    Exceptional written and verbal skills in English.

The position    

    To be the principal financial advisor ensuring clear understanding of financial risks and opportunities and leading the dynamic and flexible use of financial resources to support on-going operations and future strategic expansions of the agencies in East Africa.
    Work on the development of new business plans / investment opportunities, develop feasibilities along with risk profiles and arrange project financing (1) through Commercial and International Development Banks - borrowings and (ii) International Donor Organizations - through grants.
    Leading the annual and long term planning and budgeting cycle of the Region, engaging and supporting Cluster Chief Executive Officers and Senior Management in the development of Goals, related financial resource plans (Volume projections, Financial Plans, Staffing Plans, Cost Improvement Measures, Working Capital Management and Capital Expenditures) and successfully resolving financial issues.
    Lead the financial management of AKHS Tanzania, and oversee the finance functions of the Aga Khan Hospitals-Mombasa and Kisumu clusters, which include general accounting, treasury (including cash flow planning), fixed asset management, payroll, receivable management and recoveries, annual statutory audits and compliance to the respective statutory laws.
    Ensure that robust financial systems are in place that will assure effective controls, transparent and accurate reporting and minimize events of fraud or misuse. In this respect also work closely with the unit based as well as with Regional Internal Auditor to identify and manage risks.
    Act as business partner to ensure operational success and to help build the business model, implement tactical and strategic initiatives, and support the company's performance and growth strategy in East Africa.
    Review and oversee appropriateness of insurance policies for Tanzania and region, maintain all acceptable insurance policies to limit exposure that can occur during the course of providing services and report on coverage, deductibles and co-insurance amounts.
    Oversee and lead Legal Affairs, Material Management Division, Information Technology Division, Marketing and Corporate Relationship of the AKHS, Tanzania.

The requirements    

    CPA / CA / CMA / ACCA / CIMA from Tanzanian or any International Recognized Board or;
    Masters Degree in Business Administration, Accounting, Finance or related field from Tanzania and International Renowned Universities.
    Should have registration with The National Board of Accountants and Auditors (NBAA).
    Minimum of 10 years of professional of working with a large health care set-ups and Teaching Hospitals / Universities at a Senior Financial Position.
    An experience of implementing Hospital Information System ideally Enterprise Resource System (ERP) and working on multi-million US Dollar financing project within East Africa will be an added advantage
